OGCS Welcomes Ernesto Munoz to the Houston Team
OGCS is pleased to announce the appointment of Ernesto Munoz to its Houston office. With more than 24 years of experience across the global energy and natural resources sector, Ernesto adds further strength to OGCS’s project advisory and commercial capability at a time of continued growth across traditional energy, LNG, and emerging decarbonization and clean energy projects.
Ernesto Munoz is an accomplished project advisory and commercial professional with deep expertise spanning quantity surveying, estimating, project controls, and contract management. His career has been built across offshore, petrochemical, refinery, and LNG developments, with delivery experience in North America, South America, and Asia. This breadth of regional and asset-class exposure aligns closely with OGCS’s international client base and complex project portfolio.
Throughout his career, Ernesto has held senior leadership and delivery roles on some of the industry’s most demanding projects. His experience includes the set-up and functional management of both pre- and post-contract services, quantity surveying, cost estimating, multi-discipline measurement and quantification, and change management across a wide range of project phases and concepts. He operates at a strategic advisory level or as an embedded site team member, providing practical insight grounded in real-world execution.
In addition to his practitioner experience, Ernesto is an active member of the AACE Houston Gulf Coast Section, where he previously served as President. He has recently joined Global Energy Transition (GET) on their Board of Advisors. His involvement within the professional community reflects a long-standing commitment to technical excellence, best practice and leadership.
Prior to joining OGCS, Ernesto held a senior role where he was responsible for major project pursuits, cost center leadership and the delivery of project services across traditional energy, clean energy, decarbonization and renewables portfolios.
At OGCS, Ernesto will play a key role in supporting clients with project advisory, commercial assurance, and quantity surveying services across the full project lifecycle. His appointment further strengthens OGCS and reinforces the company’s commitment to providing independent and technically rigorous solutions to complex capital projects.
Richard Smith, OGCS Global SVP Commercial Management, commented: “I’m very pleased to have Ernesto join our team as Commercial Director. We’re experiencing a powerful, self‑reinforcing cycle: as our profile grows across the industry, we continue to attract exceptional talent, which in turn enables us to partner with leading blue‑chip clients on prestigious and complex energy projects. This strengthens our reputation and appeal, which in turn attracts more talent – Ernesto is a perfect example. His extensive expertise in data‑driven contract services, including quantity surveying, project assurance, cost estimating, claims advisory, and a wide range of commercial competencies, is a tremendous asset. We’re excited to introduce him to our expanding client base and to benefit from the leadership and management experience he brings to OGCS.”
Richard continues: “Neto and his clients will benefit greatly from the full suite of services OGCS provides, built around our Life Cycle of Cost methodology, supporting processes, and integrated systems. This includes our dynamic proprietary platform, boqsor, which enhances and complements our broader consultancy offerings in project controls, claims advisory, and risk management. OGCS is exceptionally well‑positioned for success in 2026 and beyond.”
Ernesto Munoz commented: “I’m excited to be joining OGCS at a time when the business is clearly gaining momentum across the energy sector. What attracted me most was the company’s strong focus on independent, data-led delivery and its ability to support clients across the full project lifecycle. OGCS combines deep technical expertise with integrated systems and methodologies that genuinely enhance decision-making. I’m looking forward to working with clients and colleagues to help deliver clarity, confidence and value on complex projects.”
