Project Controls Specialist (Cost & Schedule Management)

Overview

Our client, an independent owner/operator in the U.S. Gulf Coast region, is seeking an experienced Project Controls Specialist to support the planning, execution, monitoring, and reporting of multiple capital projects currently entering the initiation phase. This role will be responsible for providing integrated cost and schedule controls support, ensuring accurate project performance measurement, forecasting, and reporting throughout the project lifecycle.

The successful candidate will serve as a key member of the project team, coordinating project controls activities between project management, contractors, and other stakeholders to ensure project objectives are achieved safely, efficiently, and within approved budgets and schedules.

Key Responsibilities

Cost Management & Performance Reporting

  • Develop, maintain, and administer project cost tracking and reporting processes.

  • Monitor project budgets, commitments, expenditures, and forecast costs through project completion.

  • Review contractor progress and evaluate the value of work completed to support earned value and forecast-at-completion assessments.

  • Analyze cost performance trends, identify variances, and provide recommendations for corrective actions.

  • Prepare and present regular project controls reports, including budget status, forecasts, cash flow projections, and management summaries.

  • Support change management processes, including the evaluation and tracking of budget impacts associated with scope changes.

Schedule Coordination & Controls

  • Coordinate the development, integration, and maintenance of project schedules across multiple projects and contractors.

  • Ensure schedule logic, progress updates, milestones, and critical path activities are accurately reflected and reported.

  • Perform schedule reviews, validation, and quality assurance of contractor and internal schedules developed in Primavera P6.

  • Collaborate with project managers, engineers, procurement personnel, and contractors to identify schedule risks, opportunities, and mitigation strategies.

  • Monitor schedule performance and provide analysis of deviations, impacts, and recovery plans.

Project Controls Integration

  • Facilitate alignment between cost and schedule performance to provide accurate project forecasting and performance measurement.

  • Establish and maintain project controls procedures, reporting standards, and key performance indicators (KPIs).

  • Support project management decision-making through timely and accurate analysis of project progress, risks, trends, and forecasts.

  • Participate in project review meetings and provide project controls insights to leadership and stakeholders.

What We’re Looking For

  • Demonstrated experience in project controls, cost engineering, project planning, or project management support within the energy, petrochemical, pipeline, industrial, or related sectors.

  • Strong understanding of project budgeting, forecasting, cost reporting, and contractor progress measurement.

  • Experience coordinating and managing integrated project schedules in a capital project environment.

  • Working knowledge of Primavera P6 scheduling principles, including schedule review and quality assurance. Direct scheduling expertise is beneficial but not required, as dedicated P6 scheduling support will be available.

  • Strong analytical, communication, and stakeholder management skills.

  • Proficiency with Microsoft Excel and project controls reporting tools.
