Announcing Jeff Cooney, Contracts Consultant
OGCS is pleased to welcome Jeff Cooney as a Contracts Consultant.
Jeff brings over 25 years of experience across engineering, construction, and government projects.
“I worked with KBR services for actually my entire career… graduated college in 1999, and started with KBR in 2000,” Jeff explains. With a background in Management Information Systems - “basically, a computer degree out of the business school” - he has built a career grounded in contracting, commercial management, and contract delivery across complex project environments in various global locations.
Over the course of his career, Jeff has supported both offshore and onshore project developments along with a significant focus on U.S. Government services work in recent years.
His move to OGCS came through long-standing industry connections.
“I worked with Michael Ibarra earlier in our careers”, Jeff explains, “so when he called me about some work, I was interested to hear from him”.
What began as a short-term engagement in the Data Center sector has quickly gained momentum and turned into a permanent appointment. At OGCS, Jeff is already applying his experience to support clients in developing their contracts and procurement function, while also stepping in as their full support contracts and procurement resource.
“I’m building and maintaining their contract logs… helping them execute purchase orders, work authorizations, master agreements – anything they need to get set up.”
The role also marks an opportunity to broaden his experience into other sectors and project types. “For the longest time it was government… but this is great,” he notes, looking forward to building exposure across a wide range of delivery environments.
